Compare this to the 40% of people over 12 who regularly smoke pot in the U.S., a country with some of the most punitive drugs laws in the developed world.
Perhaps more people smoke pot in the US because it is a soul-less culture to live in and everyone needs to bliss out from the idiocy. Perhaps people in the US smoke pot more to keep their anger and other emotions under control so they don't strike out at a society that is insane. Perhaps they need to giggle more because it is so bleak. Perhaps it has nothing whatsoever to do with whether it is illegal or not. You cannot just make these kinds of conclusion so they fit your ideology.
OK, lesson in point. Portugal changed their drug laws 10 years ago. Now, you quote a statistic that says

You really need to look at your proclivity to take statistics and run with them, pasting conclusions to statistics, without factual basis, as a child in kindergarten would paste a paper cat in a tree because that is what pops into their head.
